Off the top of my head:

Why you cant: The minute too many minority and low income kids are in those classes over college bound curricula, you will be called every "ist" in the dictionary.
- Remove problem kids from the schools. If that means alternative school, or making them attend virtually since they have proven that they cannot handle in person learning. Whatever it takes to ensure the schools are safe, positive places focused on learning and positive social interaction. You don't threaten teachers. You don't threaten or attack anyone and remain in the school.

-Differential pay for teachers in high demand. People teaching computing classes and high level math can get good jobs in the private sector. It would be nice if these people were really choosing between being an engineer or a teacher, etc. Just paying teacher based on time served is ridiculous.
Why you can't: Teacher's unions.
-End tenure. No reason to keep that. If you want to be treated like a professional, and paid like a professional, you have to have the job responsibilities of a professional.
