I'll agree that the majority of high school meets are won in the 11.0 - 11.5 range, but that's irrelevant. The majority of high school track runners are just random nobodies at podunk high schools in Small Town, USA.
Also, yes, there are college track athletes who struggle to break 11.0. But again, these are just walk-on nobodies at small-time schools. The term "sprinter" should be applied to these runners very loosely. At my school we had a few "sprinters" who struggled to break 11.0. But they were walk-ons who usually competed unattached and did not travel to away meets. And my college was not exactly an athletic powerhouse. Comparing these guys to a Heisman winner is laughable.
Finally, your assertion that 50% of NFL DBs and WRs couldn't break 11 is asinine. Where in the world did you come up with that?

Give a break. I broke 11 (10.89 PB) in college. And I was a walk-on scrub who never won anything.

at any given moment there are several hundred if not more mostly black teenagers in Florida/SE USA/Texas/California who can just step on the track and go sub-11
I coached a black kid who was playing sports for the first time at my old coaching job, a 16 year old. His first race was 11.07 FAT and he broke 11 numerous times as a sophomore. He had terrible running form but could just flat out move. There are plenty of other kids like this.

sub 11 is nothing special if you have the natural talent...you people are getting very Sprintgeezery. Football training is different from track training but it still makes you fast, and these guys (college FB players) are in top tier strength & conditioning programs

If Johnny Football was actually fast, he would have at least run track in high school. His running success in football has more to do with agility and the ability to read a play. Of course he isn't slow, but he seriously doubt he is that fast either.

I think you're delusional. I too have seen some of these freaks. Most couldn't run that great of a 100, even with natural speed, without some training.

You don't even have a dozen athletes breaking 11. If you took all the divisions, you don't even have 25 athletes wind legally breaking 11, let alone 10.7. Most of them certainly aren't big and muscled either.
11.00 is faster than people think. I doubt he could beat the top female sprinters in the world. Not technically knowing how to start or accelerate makes a big difference. My guess is 11.20

They only broke 11 if it was handtimed by grandpa, wind aided, and at altitude.
There is a big difference between 11.0 hand timed and 11.00 electronically timed.
11.0 hand timed is 11.14 with trained timers. From my experience, the difference is usually about .25
So when you see Bolt going 9.58 at the Olympics, that would be about 9.3 or 9.4 timing with a stopwatch.

This is ridiculous. He's 5'10", 210 lbs., and runs a 4.45 40 yard dash hand-timed. There's no way he sniffs sub-11.
I've been to most every major Florida HS track meet of the last few years, and I've seen plenty of high-10/low-11 kids, each of whom would smoke Manziel.

These guys are high school kids in inner city neighbourhoods running for schools with over 1000 students and in very large schoool districts. Not podunk as you claim. Also they train specifically for track. You think manziel can runner faster than them ? Keep day dreaming.
Since you mentioned podunk I decided to search results in sample cities. Look at the links below of Chicago which can hardly be considered podunk. Most of the winners are in the 11.00 seconds range

Running 10.9 to 11.2 will get you a div 2 scholarship.
