For a given height/weight, a running background helps your fitness with rowing, however the reverse is not true. Rowing makes you a slower runner for a number of reasons besides being heavy and clunky. It slows your stride rate way down for one then, and puts on a lot of excess muscle that consumes a lot of oxygen, so your running muscles get much less. Rowing would definitely slow you way down as a runner.
