They are sometimes sent on planes, but there are a large number of horror stories. The most common is that the poles do not arrive on time, even when sent well ahead of time. This happens to top world-class vaulters, not just college freshmen. Sometimes they never arrive...
One story, unfortunately repeated more than once, has airline personnel sawing poles in half so that they will fit in the plane!
