Gay, along with Allyson Felix, Bryan Clay, Dara Torres, Michael Phelps and 7-8 more, has been part of USADA's Project Believe. They were voluntarily blood and urine tested every week I believe to prove you can compete clean.
I'm quite sure Gay is clean. But USADA has had positive programs about clean competing for several years, such as this one:

You all know who I believe to be clean, and it includes plenty of guys who have gone under 10.
I have also posted that Gay's 9.69 (+2.0) might, just might, be the fastest clean unadjusted time ever, and that Bolt's 9.76 might just be the fastest clean adjusted (9.75) time ever.
And Gay's form is still beautiful.

I have been a coach in this sport for 3 decades with guys who have won Olympic medals clean and one who is a sub 10 guy in numerous races. He is 100% clean and while I used to think it was impossible to run certain times without being dirty, watching athletes I have coached or those around me coach, run times ranking in the top 5-10 in the world in events from the 100 to the 800 and in the hurdles makes me fully aware that "some" athletes at the elite level are clean. So before you go and say you can't run under 10 seconds clean come out and watch some guys do it up close and personal.
My thinking is that you have to be a clean 10.20 guy to run 10.05 juiced. No calculators/charts just my gut feeling.
Are there guys today who can go 9.86 or better clean ? maybe?? one?two?six?nine?more out of what - a dozen and a half. No fingers are being pointed just looking at the odds in the sunlight.

Carl - 100% clean - I know he's clean because I have the same mindset at him and know he wouldn't cheat.

honestly if he can run 9.80 in the olympics after a pretty major surgery and limited training, i bet he's got a shot at getting really close to that 9.69
It's mind boggling to me how some people can STILL be soooo delusional! Everyone who has ever run under 10s in the 100m was/is using PEDs that are either banned or simply not banned yet. This has been stated numerous times over by people who would ACTUALLY know what is going on at the highest levels of sprinting. In fact, if you look at the list of top 10 athletes in the world in ANY EVENT, you would be very hard pressed to find a single name that is not using/has not used any PEDs that are banned or will be banned. Personally, I think this moral righteousness that people and lawmakers hide behind is absolutely ludicrous. The sooner that we accept that PEDs are the STANDARD in ALL professional sports and the sooner the public can accept the fact that it is the ATHLETE'S BODY and therefore the ATHLETE'S CHOICE, the better off everyone will be.

So an injury-prone sprinter who is getting up there in years now wants to set personal bests in three different events -- one of which he hasn't focused on in ages, if ever -- in one season, while emphasizing that he really just needs to stay healthy in 2013.

I think an imperative takes the form of a direct command, as in "Hey Gay! Run the 100, 200 AND the 400 this year!"
