The department DOES care about how the program performs athletically (and academically), but not enough that they're willing to pay more.
Joanne Dow took the position in August and is now headed elsewhere. With what they're paying, it's going to be hard for them to find anyone who will stay for long.
The upside: Great area for recruiting. Team members who want to get better. Some scholarship money. Decent academic scholarships at the school. Program is improving each year, so you'll look good if you are a decent coach.
The down side: No track program. The pay (I'd guess in the 16-18k range. No benefits.) Decent school. Not as good training options as you would expect, unless you drive to your starting point.
