Most people turn 20 their sophomore year of college, not their junior year
And people shouldn't be able to set high school records if they're 2-3 years older than other high schoolers?
So an 18 year old should be ineligible then because they compete against 15 and 16 year olds?

5th year collegians are eligible for collegiate records. People don't bitch about that. It is the same principle.
Who cares if someone is 19. Not everyone starts school at the same age. Some start earlier, some start later. And age =/= training age. Someone who started running at 15 and is 19 by the end of high school has 4 years of training in them compared to someone who started when they were 12 and is 18 by the end of high school and has 6 years of training in them.
