There are several thresholds. I think you're thinking of the "lactate threshold"
To me, tempo is too vague.
Threshold is less so but also has some vagueness to it.
My 2 cents (with inflation it's worth just 1)
Tempo is a feeling based effort. Threshold (lactate) is a physiological tipping point and can be fairy closely defined. Threshold has a limit to it's duration because you can't hold it for more than an hour (and that's for a very fit, elite runner). Tempo on the other hand can be run for well over an hour depending on what race distance you're training for. To me, and I'm an arm chair quarterback, tempo lines up very closely to marathon pace/ effort. Or aerobic threshold. Threshold (lactate) lines up more closely to 10k/15k race effort.
No. If you wanted a DJ to play a more up-tempo song, you wouldn't say "can you play something up-threshold?"
