Read a book recently about the Congo. Very dark, very troubling. Old throughways are being reclaimed by the jungle and reverting to footpaths. Commercial boats don't travel the giant river running through the place making most of the country impassable. It's falling back to 19th century standards because people in cars and large boats will quickly be jacked and killed. Most of the land within it's national boundaries is ungoverned.

There are "neighborhoods" in Rio de Janiero into which police seldom venture because the local drug trade essentially controls the area. However, they are "lawful" within the context of the control of the drug traders, and by some accounts feel relatively secure under that system--until the police decide to drop by and then all hell breaks loose. I'm sure there are other places that have similar societal structures.
