I can't believe you guys think that you put the urine cup into a magical machine and it spits out a POSITIVE or NEGATIVE in 5 minutes flat. These tests take a LONG TIME to carry out. Multiply that by...however many hundreds of athletes there were at the WCs and it'll take weeks, at least, to get A samples tested. Then more time for the B samples to be tested and the dopers revealed.
The doctors designing the drugs are being paid far more than the inferior doctors charged with developing the tests.

doctors are not designing drugs. Chemists and pharmacists do that.
When Ben Johnson tested positive, it took a couple of days only to announce it... The championship were not even finished. Not years... Procedure has changes since then, but...

1) It's actually not as bad as it might sound. First, you've got to be at a certain level of ability to be in the testing pool so it's only a fraction of all the athletes in the world, most of which will be based in centralized training areas. Next, many of the top tier countries have their own anti-doping organizations, so that allows WADA/IAAF testers to then focus on those that don't. So while Taiwan may not have it's own anti-doping association, international testers aren't needed to go meet up with Chen Hsing-Yu because she's not at the level to consume their resources.
Second, those countries you mentioned that lack independent anti-doping associations don't require visas issued in advance for most western nationalities.
