Well, football coaches need that coaching stipend money, and since football is a Fall sport, and Track a Spring sport, it's a good way for the football coaches to get a little extra cash in their pocket.
It's difficult to find people who want to be a Track head coach - many distance coaches just want to focus on their own guys, not sprinters/jumpers/throwers, so it's an easy move for an AD to give the job to one of their football coaches.
The bottom line: there are lots of football coaches who aren't earning any money in the Spring, and Track is a good way to get that stipend money.
Now, as to why a football coach is coaching distance guys, or XC, I don't know. XC and football are in the same season, so most (good) football coaches already have something to do in the Fall.
