I don't know if it hurts your lungs, but there does seem to be some link between exercising in the cold and exercise-induced asthma. Either that, or the drugs are PEDs so winter athletes pretend to have asthma.
I was a cross country skier for 5 years and skied in the cold Minnesota weather during the season. We had a week where it never got above 10 degrees and the low on one day was -30. After skiing it that I can tell you that you will not damage your lungs from running in the cold.
