Wisconsin has just moved up in the throws world with the addition of the coach, Dave Astrauskas, from Southern Illinois (including Block's brother as All-American at SIU). One example is the 192-5 discus throw by RS freshman Block this weekend, a meter and one place behind Olympian Waltz and two behind Rome.
He has also hit almost 60 feet with the SP. The top woman throw has likewise been setting repeated PRs and the Multi eventers (DA has placed in the last two NCAA meets and won Big Tens and freshman Cato has already won the Big Ten Hept) have been making gains in the throws.
Southern Illinois, Virginia Tech, Florida, Auburn, and Arizona State are schools that always score in the throws.
Not sure about the best throwers school but the best track and field/cross Country school in the Country is Oregon hands down. Track Town U.S.A= Eugene Oregon

For Olympic sports the best DI programs are those with student-athletes and alums which win Olympics medals and World Championships medals. UCLA, USC, U Texas at Austin, Berkeley, and Stanford have the top NCAA D-I Track and Field programs with the most world's and oly's medals. Cal Poly SLO has had many world team members and just won an Olympic Gold in the Women's Discus throw. U Georgia is well known at the worlds level (the coach is from Cal State L.A. via UCLA).
And of course U Missouri with Cantwell.
