You cant just say Adams State. It would be Western and Adams. They could contend for a Division 1 national championship each year and usually get in top five each year. They are extremely good. Their Cross Country team is recruited like a Big time D1 football program.
Wisconsin is definitely the best at cross country. Here is the last 10 years results for them at NCAAs.

No other team can match their consistency. Although, Colorado is close. The best team for track is probably Oregon, but I'm basing that off of Rupp and their recent slew of 1500m runners.

UCLA has 128 NCAA Team Championships the most in the NCAA
UCLA has 250 Olympic medals, 2nd to USC (in Watts, and they suck), Stanford is 3rd, UC Berkeley is 4th
Every year UCLA has the most freshman applications in the nation, UC Berkeley is 2nd
