From a running standpoint, it's awesome. from a people standpoint, it's largely a disappointing redneck town.
Colorado Springs is pretty cheap and it's liberal enough to have welcomed and supported people like Ted Haggard.

No. Ft. Collins isn't liberal by any stretch of the imagination and Loveland would be even worse in that regard. Think truly hateful, uptight, and self-righteous ignorants, shopping their WalMarts and driving their Escalades while opposing abortion rights and jerking benefits away from veterans yet supporting putting troops in harm's way. Denver would be closer to what you're looking for, especially east Denver (near Stapleton) and west Lakewood. Durango's really isolated. Monument might be worth looking into, too. You might wind up really liking Boulder, though, and find that it's worth the cost. Basically all of the best runners to live in Colorado for the long-term have felt that way, at least.

i have always wondered what everyone living in these areas does about running in the winter, just run in the snow or is all of colorado not covered in snow half the year? im in the military and have the option of getting station in either colorado springs or denver but im worried about not being able to run in the winter.

what most runners do living in colorado is run either way. sure some people will allow snow on the ground or falling from the sky limit their training to zero, but the real runner runs either way.
(look at it this way: if every elite runner in boulder didn't run when the ground was covered in snow or the weather was bad, there wouldn't really be many elites living here would there?)

Where is the OP coming from? "Somewhat liberal" is rather relative. If he's coming from another very liberal city and loved it, Boulder is probably the right choice. If he's lived in a conservative part of the country his entire life and is sick of it, then most places in Colorado will seem more liberal - almost anywhere but some parts of Co. Springs.
I moved to Denver from the Bible Belt, and even most conservatives are a completely different sort of person than my old small town neighbors. For example, no one who I've met less than an hour ago has asked "which church do you go to?" as small talk.

That's supposed to be the true Coloradoan's response to anyone inquiring about moving here. Others that haven't lived here that long might not mind incomers, but the little town I spent most of my growing up years in has doubled from 30,000 to 60,000 in the last 20 years.
But as for finding a place to live and train, if you were interested in Fort Collins, check craigslist for NorCO - there are often cabins or small houses or rooms for rent up the Poudre Canyon or Rist Canyon or the Buckhorn, where you could live at 7500 and then either run trails and the like or come down to town in 30-45 minutes and run at 5000.
If you're serious about training, and you'll be here during the winter or spring, live on the Front Range - Fort Collins, Boulder, Denver, Colorado Springs - and you'll have a week of snow followed by two weeks of sun and 40-50 degrees. If you'll only be here during summer/fall, I would second the suggestion of Durango - awesome town to live and train in during the summer, but kind of crazy during the school year because of the Fort Lewis College. You might also consider Estes Park for the summer. You can camp for free a few places (if you're in the know), easily find seasonal employment, and run endless trails - or drive an hour down to 5000 fit and run a track workout.
Also, Longmont = Shlongmont. Ha ha, I don't actually feel that way now, but that's what we said when I was in HS.
