Make sure you work your calves. Those will cramp up on hills!

The Four Seasons in Miami is 200 foot higher than the highest hill in the state. Their only mountain is 314 feet at the summit.
Most of Illinois, North Dakota, Louisiana, Minnesota, Delaware, Kansas , Texas, Nevada and Indiana are literally flatter than a pancake.
I run on bridges when not on the tmill for hillwork.
Quite a few years ago I ran the Tom King half marathon at hilly Percy Warner Park in Nashville and did okay while running lots of 800m workouts, like 8x and 10x 800. Not the same as hills, but the stress seemed to mimic it somewhat. These workouts are run hard, current 5k race pace.
