I haven't drunk ANY milk since December 31 2009. I've had PLENTY of sugar, however.
I don't know if the lack of milk has made me faster. I doubt it has.

Elite Kenyan runners typically have a 75%/15%/10% mix of carbs/fat/protein. Most of their carbs come from ugali, bread and sugar which they use liberally in their milky tea. Much of the protein and fat comes from the milk in those milky, sugary teas. They usually only eat some meat (beef) every other day.
You are right- not genetics, it's mileage and the way they love their lives in their childhood.
If more American kids walked/ran/played more actively "we" (they) would be fitter adults.
I'm not Kenyan, or even American elite, but I've led an active lifestyle from when I could walk and run as a little kid. I am in my 50's and "regular" guys in their 30's can keep up with me. They're amazed at how healthy and active I am and how much more energy I have than they do.
How many American adults drink that much milk, other than a little in coffee and maybe on cereal? Who actually drinks a glass of milk anymore? I don't know anyone who does.

strange things westerners do:
1) drink milk as adults. Who else does this? Seriously weird.
Well, many East Africans do this. So do many South Asians.
Northern Europeans (many--not all), East Africans (ditto), and South Asians (many...) have been the beneficiaries of mutations that allow them to digest milk (specifically cow's milk) as adults.
As it happens, three different mutations were involved.
Interesting... yes I have seen that many people can be lactose-intolerant and have always wondered how that seems to come about for some. I am South Asian and have no problems drinking a big glass of milk.
