It really depends on what effect you're trying to get out of the run.
75% is definitely too low for a hard run, you'd want to be more in the 80-90% MHR range, with the upper half of that range coming later in the run for somewhat of a progression effect.

A 30 minute 10k runner will race at about 94-95% of max heart rate. And about 92-93% in a one hour race.
So a hard 30 minute run might be around 90% - 93%
I should add that those figures apply to slower runners also, if they are running for the same time.
I don't reccomend using heart rate monitors a lot though. It is much better to learn to run by feel.
