It's not ghetto; it's mostly rural.
It's less personal than "he's a good person." That phrase implies deeper knowledge of character, and in very polite societies (midwest and south) it would be a little too intimate in many cases.
On the other hand, it does speak to character a bit more than "he's nice," which is mostly about manners and affect.
It means that he's one member of a group that we can mutually recognize as basically decent. It can also mean "one of us."
Like a lot of rural colloquialisms, 99% of the people who use it are perfectly aware that it's not really correct grammar (though, like many idioms, one could argue that it's merely an elliptical construction with missing implied words that would make it correct). City folk may use it with a bit of irony, but country folk are more likely to use it in a self deprecating manner (false humility, some might argue).
The only person I know who uses this phrase is a POS who uses it to describe other PsOS who don't challenge his POS actions/motives/thoughts/speech because they share the same POS personality traits. I would stay well away from people who use such dated and vapid phrases and those to whom the phrase is ascribed.

When I drove a cab, in The City many years ago, there were three junkies I became pretty good friends with. Saturday night poker parties, smoking pot, etc. They talked that hillbilly crap like , 'he's good people.'
They were interesting guys. Two of them spent three years in a Thai prison for smuggling. I wouldn't have trusted any of them. My experience is that people who use the phrase 'good people' are not good people. It's like when people say 'to be honest with you,' you can believe they are not honest people.
