Why water resistant in the 20s? It doesn't rain below freezing and snow is not bothersome in tights (or shorts for that matter). What conditions are you trying to shield against?
Longer runs in low-mid-30's rain can be less than fun, I'll grant you that. But this weekend I was out for an hour in 39F and light rain, perfectly comfy in shorts.
For longer, colder runs I am a fan of the windbrief. Sugoi's good, so is Brooks.
I wear Sporthills now. I do get wet. I swear. Snow clumps on my quads, it melts, soaks through. That makes me wet. I kick water and slush up on my back kick. My tush gets wet. Once I'm wet, I get cold.
I've taken it for years, but I'm getting old and I don't want to be wet any more!!
When it's cold out, I always just throw on a pair of spandex shorts under/over my tights. Keeps the thighs warm enough I find (and I live in northern Canada, where 20F -- minus 6 degrees C-- would be a relief from the typical winter temperature). Good luck!
