Your first sentence has two parts. First, dumb people talk a lot more than smart people. (No, this is not true).
Second..."especially about things they know nothing about."
(Well, if they're dumb, they may simply not know much, so even if they talk the same amount as smart people, the odds of more of it being about things they don't know are much higher, so yes).
I notice this with people who do a lot of texting. The same holds true for people who post on letsrun a lot.
Written words, or texting abbreviations, expose more about about than most realize.
By definition, dumb people don't talk, so I'm going with no.
