Have you looked at running in the Southeast? It's far less competitive and you'd be on scholarship at many D1 programs. Your chances of scholarship at D1 in the West are far less.
2) Look at 1-AA schools. Hell, I can name 10 schools off the top of my head that would give you scholarship in my region (I went to school in VA)...Coastal Carolina, High Point, Appalachian State, Winthrop, College of Charleston, Furman, East Tennessee State University, Memphis, University, Georgia Southern. If you live in the Midwest try Creighton, Colorado State, University of Northern Colorado, University of Colorado Colorado Springs, University of New Mexico (if you're in state), Drake.
I really hope you are joking. A 25 Act would probably not get you into Creighton, which has neither a mens track program nor scholarship money for the mens cross country team. Colorado State may not be that great, but Bryan Berrhyills alma mater is not banging down the door for 10 minute 2 milers. Drake is 30000 + plus a year for school and a 10 minute 2 miler would get a chance to walk on probably, but scholarship money would require about 4:22 or under 9:30. A 10 minute 2 miler might be able to have a chance TO COMPETE on some of these teams, but frankly it is insulting to the guys on these programs to suggest that these teams are so bad they are giving out money to 10:00 2 milers. Further, a lot of these and other programs do get very solid runners out of high school; they sometimes for whatever reason just fail to develop. There are a few, a VERY FEW DI teams (think single digits) who might give partial money to a 9:59 3200 but if you really think Colorado State, New Mexico, Drake, Coastal Carolina etc are going to seriously care if you evem go there with that as your best time in your best event, you are sorely mistaken. For the record, I attended one of the schools you mentioned in your post and was on the track team for a time; my HS PR's were 4:27, 9:39 and 1:59, and they did not offer me (and individuals better than me across the board) any type of money coming out of high school.
