at 19.33 over 200m MJ averages 200/19.3 or ~10.35197 m/s.
at 18.99 Bolt would average 200/18.99 or ~10.53 m/s.
So, after 18.99s Bolt has gone 200m (since this is the assumed scenario). After the same 18.99s MJ has gone 18.99x(200/19.32) or ~196.6m. According to this, Usain "18.99" Bolt would finish the 200m about 3.4m ahead of MJ.
I know this isn't exact. I didn't account for acceleration out of the blocks or any other speed change during the race. It should, however, give you an idea.

Bolt must run .68 faster over 200 meters to break 19. If were talking about 20.5 as a starting point, its possible for an athlete.
But you're talking about 19.67 as a starting point.
The problem with Bolt and the 200, is that his center of gravity is almost a foot above most other sprinters, so when he rounds the turn he's going to bleed off most of the speed he produced in the first 50 meters or so.
When he enters the homestretch, he can reaccelerate the problem is that as a 100m specialist he can tie up the last 50, allowing well trained and specialized athletes like Shawn Crawford, Walter Dix, and Wallace Spearmon a chance at running him down right at the end as they have demonstrated ability. Bolt's height is a phenominal asset in the 100. At 200 it does the exact opposite.
Personally, he will break 19.50 one day. But breaking MJ's WR is going to be tough. and breaking 19 is so far removed from reality that I'd have to say its completely impossible for Bolt. If he was 3 inches shorter maybe.
