Heat up the area before you run, then ice after. Should get a topical anti inflamitory cream too, heel lift can also help take some pressure off the achilies
what about at random points in the day? would heat or ice be better?
If you are going to be walking around don't ice it. You risk straining it more because it will be pretty tight after icing. So I guess the answer is heat when active, ice when you are resting it.

Heat would be better. In general, having more blood in there is better. It's only after exercise, when you want to prevent swelling, that ice might be appropriate.
