If you live on the hill, then Gonzaga is close by. You could ask their AD I suppose.
If you can get to Arlington, all three public high schools have great tracks - Yorktown, Wakefield and W-L.
Can be tough getting on after 5:30 p.m. in the spring with all the high school games.
You can train on Georgetown's track with spikes. It's 5 laps to a mile, so that's kind of a pain for 1000's if that's a workout you're looking at. The track is across Resiviour from the Hospital.

Cardozo High School (Florida and 13th)--the track is open to the public during school hours, as i\'m usually there without problem on tuesday mornings.
use google earth to look for tracks near your house, then figure out if they'll let you use them.
American University's track is a little worse for wear, but it's full size. 4400 Massachusetts Ave.
spingarn high school has a pretty nice track. i ran several high school and summer meets there. it's at 2500 Benning Road, NE. not the best neighborhood to run through to get to the track though, even though it's close to capitol hill.
you also could consider howard university's track.
all in all, cardozo is probably your best bet.
It's all a matter of where you are and how far you want to go. In addition to the above mentioned ones, there's a track at Galludet; one at McKinley HS (2nd and T NE); one at Dunbar (1st and N NW); one at Eastern over by RFK, though that's gotta be further than you'd want to go. There are plenty more (Cathloic, AU, etc) as you get further out.
Just go to the Polo Fields
This is probably way out for you, but the one near me is Rockville High School. Nice track, rarely see another runner, and the gate is always open.
