If you want money you need IRS Federal Non-Profit status, which means you have to incorporate your club. I can't imagine any company giving out cash without tax incentive. As for shoes, call New Balance, they seem to be pretty nice folks and may help if you can prove to them you are pretty good. Many different sports-related companies have "teams," like ClifBar, where they give you way to much product in exchange for their logo on the uniform.
Recently a club near me got an agreement from a running shop nearby where for every 3 races an athlete ran for the club they would receive a 30% gift certificate at the shop. This was again, in exchange for advertising the shop on the uniform. This type of bartering is usually much easier than the paperwork of asking a company (for instance, in Massachusetts, Gillette is a big benefactor) for money.
You can also appeal to the USATF for a "club starter kit." In the last issue of "FastForward" they seem to talk about giving a bunch of these kits which I think may include some uniforms.
