I can appreciate that this guy evolved in his life to figure out that nuclear power, technology, and the free market are all part of the solution, not the well-intentioned "green" movement projects, government subsidies that always and everywhere misallocate time, effort, ingenuity, and money, and foolish universal agreements like the Kyoto Treaty.

Agreed. Plus, I wonder what he's basing his 2040 doomsday scenario on - 2040 is only 32 years in the future. The IPCC upper range for sea level rise is only a meter and that's 2100 - 92 years from now.
I think he's just an old guy who likes the spotlight. He's 88. He probably doesn't care whether his 2020 and 2040 doomsday forecasts hit the mark. He's probably more concerned about royalties from his next book.

There's another theory, which is that the earth keeps expanding.
Based on the theory, shells and salt water are found at higher elevations, as they used to be at sea level. Water used to cover a greater percentage as the surface area of the earth was smaller, and now the percentage of land keeps increasing.
