Hmmm... Speaking of retarded.
To the OP, try the Patagonia Houdini Pack. A little pricey, but worth it if you are going to be using it. I cannot fit a suit in it, but a button down and khakis easy go into the bag with everything else I need, sometimes even shoes.
Very light, hugs your back and no shifting/shaking at all.
I commute with it everyday, 14 miles total. I have owned it for 1 year and throw it in the wash once a week.
Check out the Nathan line, they have quite a few packs and some w/ decent capacity too. I've run w/ the HPL 020, awesome pack but probably not what you're looking for. For a bigger pack check out Osprey. They make some of the best stuff around, I own a Talon 11(L) and it works great for an over-night trail run.
If you need something a little bigger, the Patagonia Lightweight Travel Pack is also great. Very light, doesn't bounce. Also fits a laptop in the back slot.
