I think you maybe confused. I think you mean the hard quality phase of training. There are basically four phases: Base Phase, Transition Phase, Hard Quality Phase, and Peak Phase.
For the Hard Quality Phase the reason you usually only do 6 weeks of it (Your doing three workouts a week) is because studies have shown that the performance will plateau and eventually your body will start to break down.
