Now scale that using the top 124 schools in the nation. Any team ranked in the top 25 XC programs and the top 90 academic schools will score better than both Arkansas and Oregon. This list includes:

Of course this assumes equal weighting (which isnt correct), but the point is that if ACADEMICS is including in the scale...the list changes materially.

Yes because the college rankings really rank the schools academic quality. They will teach you essentially the same thing for undergrad whether you go to Stanford or Arkansas. Stanford has more research $, better grad schools, and rejects more applicants. Does this mean you will be better off academically going to Stanford? No, but you sure as hell will pay for it!
Seriously, don't base your college decision on the US news (cough BIASED cough) rankings.
Ranked #124 out of the top 124. US News only assigns a number to the top 124. The remain schools are listed alphabetically. From their website:
"In order to focus on the best schools, U.S. News publishes the numbered rank of approximately the top 50 percent of schools in all the categories. The remaining schools are placed in tiers or broad groups, based on their overall score in their category (the third and fourth tiers), and listed alphabetically."
I agree. Any member of the media who states that Stanford is academically stronger than Arkansas at the undergraduate level has a liberal bias.
top 5 based on recent/past success and academics:
Stanford, Michigan, Wisconsin
not including academics:
Colorado, Arkansas, Oregon
thats 6, but I don't think anyone could be eliminated
Dropping last year from consideration, Arkansas has had way more success in track than the other schools named. The original premise asked about both the track and cross country programs. All that's been addressed is distance running.
why is "past coaching" a category?
that has no bearing on the current running program at all, even tradition means very little. For example, if we were ranking best Collegiate Football programs I wouldn't give extra points to Notre Dame football this year because they have good tradition and past coaching.
