the region reps have exclusive ranking rights.
some claim to get assistance with various other coaches in their regions, but at the end of the day, they simply submit the rankings and they are posted in that exact order.
I think juicy runner was talking about national ranking not just regional ranking; that is strange though, if it is the 9 reps the 13 votes wouldn't make any sense.
Side note, you cannot be ranked and your coach cannot vote if you do not belong to the association. I'm sure most teams join but there may be a few out there who say that $600/year (D1) or $400/year (D2/D3) is a massive rip off.
