It's obvious that it's supposed to be racist and not racit. However, I think you're going a little too far with accusing people of being racist when saying that Ramzi is on something. It's wrong to assume that he's doping, but I don't think it's out of the question. Furthermore, would the average American be considered racist if the said Webb was on EPO. Of course not! Maybe unpatriotic or something, I don't know, but not racist. Another point is that not that many people have heard of Ramzi. I'm guessing that less than 500,000 people in the U.S. have ever heard of him. That's about 1/600. On the world scale I'm sure it's not a whole lot higher. Nevertheless, Ramzi did have a good showing in the 1500 for it being his first competition of the year.
