It's a great question. China has made no secret that it would like to win the overall medal tally in Bejing next year. I don't see how they can accomplish this without doing well in track. It will look very suspicious if they suddenly explode with medals in track in the Olympics.

Table tennis. Gymnastics. Diving. They can grab medals in a lot of other sports to make up for a lack of them in T&F. Look at their haul in the last Olympics. Also, remember that the home team usually pulls a couple of upsets. Of course the US will benefit greatly from BMX being included in the Olympics next year.
