Your question is hard to understand. Runners and bikers can't run on the Fremont, Ross Island or Marquam. The Hawthorne is the best multiuse and there is a special pedestrain section of Steel for bikers and runners and walkers.

What I meant...this one was described to me as something sort of impressive, engineering-wise -- something about lack of supports along the span. Not sure.
And I meant to say that around the base, etc. -- is an area that is popular with bikers or runners, not sure.
For city running there is the entire east/west esplanade (the base I think you are referring to) that runs along the Willamette River. Various loops of varying lengths are possible depending on what bridges and sections of the esplanade you string together.
Sounds like the Marquam (I5) bridge. It is fairly common for people to park under the bridge in the OMSI (Oregon museum of science and industry) or adjacent parking lots. This is where the Esplanade and the Springwater trail hook-up. The Hawthorne bridge into downtown is also at this junction.
The Fremont bridge has the long span, although not the good parking and congregating spots.
