Do a google search on the scientist's name. He's been breaking the speed of light for more than 20 years.
Sounds like a group velocity vs phase velocity thing -- I found an article in science from 2000 that talked about an experiment they did in 1995, so it sounds like old news. Not sure why it's being reported now...

Let's run replies
first it was a short course(my charmin' garmin tolt me)
second the race director didn't pay
third it was hot and muggy with a headwind
fourth it was hand timed so it can not count as a record
fifth the race had too many waddling gallopenguins
sixth no gels or Red Bull at the water stations
seventh it cost way to much for such a short race
