And your definition of base training is? I would call your approach peaking, youre building a house with no ground.

If that's the case then I have no clue what the definition of base training is.
In theory, depending on whose theory you like. I say it's best to run according to how you feel while having a flexible schedule in the summer. So maybe progression runs would be a good idea, mileage and speed, but you can't go hard everyday.
Progression runs are always a good idea. The reason being that:
1: It is a good habit to get into- you learn to finish strong,as well as maintaining effort when tired or at fast paces.
2: In "base" you will learn to start out slowly enough that it is easy to pick up the pace later.
Always try to run ALL runs as progressions. I find I naturally fall into faster paces during any given workout due to the body warming up, and flexibility increasing resulting in slightly longer strides as you go.

It should be a period of steady runs and constant mileage but also give you the chance to recover and be prepared for the tough season in the fall.
Include one long run (18-20 miles) each week plus some gentle strength work in gym. By August start the speedwork session (track reps,strides,etc and a tempo run each week.
think this is enough to prepare you for the racing season.
