I saw him try to kick a football once, no motor control in his legs at all. No way 'that' guy ever ran 49 point. Maybe 59.

I do think that he shades the truth a bit, but I don't think he'd shade a 59 into a 49. My own guess is that it was something along the lines of a 440 relay split in 49.9.

Although it surprised me, I don't doubt that he ran somewhere near 49 seconds. He also said that he was the captain of his high school soccer team. He graduated from high school in 1973, and went on to Harvard, where he was the president of the Crimson. (He returned to Harvard some years later for law school, before heading to Goldman Sachs.)
People change, physically and otherwise, some more than others. But we were all young once.
