Philly is a better course, if I remember correctly. (I last ran it in '88) Mostly flat along the river with a slight hill at about half-way as you cross a bridge. Lots of shade along the river. New Haven runs through some industrial areas and most of the neighborhoods in the city(some not too scenic). You go through a portion of East Rock Park at about 10 miles which even though the hills aren't too bad, can be tough when combined with the usually humid weather on Labor Day. With that being said, I'll be at New Haven since I now live ten minutes from the New Haven green.
New Haven is devoid of shade in the early parts of the race, especially when you are running along the turnpike. I've run both races and prefer Philly. But usually the decision to run a particluar race is an emotional one, so it doesn't matter which one you run.
