My vote is also Neil Young. Another distinctive voice is Serj Tankian the Armenian lead singer for System of a Down.
A friend of mine here says Jimi Hendrix. It is true that you can always tell it's Jimi singing so I guess that qualifies.
Karen Carpenter has the most unique voice ever - and you can understand every word she sang. For the guys I'd say Nat King Cole.

Sorry, but if we're talking distinctive, it's got to be Louis Armstrong.
A lot of these guys do not have distinctive voices...Mattew Bellame? Dude is an awesome singer, but can be easily confused with Thom Yorke or whoever sang for Remy Zero. Neal Young sounds simular to Eddie Vedder. Robert Plant has a lot of 80s metal artists that have bitten off his singing style (Axl Rose being one, Geddy Lee early on being another). Even Bob Dylan and Tom Petty have drawn comparisons. There are some singers though that have no peer at all; Phil Collins comes to mind, as does Micheal Stipe, Billy Corgan, Bon Scott, Dave Gahan (of Depeche Mode)and Morrissey. I should add Tupac, you can always tell his songs apart.
