Therein lies the contrast. In the United States the police do not execute/assasinate/torture white criminals in high crime areas such as Eugene, Oregon, and others, but systematically dispense roadside beatings, tase-ings, and summary capital punishment in Black areas with high crime rates. Institutional Anti-Black Racism has been well documented by the United Nations, Amnesty International, and other human rights groups. The epedemic of police crimes against humanity is institutionalized, and spreading in the United States. This will certainly be a major issue with the candidacy of Barack Obama. Do not sit idly by and let others take the lead. It is up to all Americans to insist that all law enforcement peronnel suspected of adhering to the \'code of silence\' are fired with retirement, medical, and other benefits forfeited. We must all stand together to end the human rights abuses and institutional racism in the police departments across the United States.

The only thing racist in America is calling each other racists. Just because SOME people are racist and get shown on the NEWS, like white cops beating/killing black criminals, does not mean the entire country's population is racist. Do you know of any countries of mixed nationalities that don't have pockets of racism?

Fist of all, law enforcement personnel who are not breaking the laws should have no worries. The \"code of silence\" is protected by the 5th Amendment of the U.S. Constitution. However, employers should terminate law enforcement personnel and any civilian found witholding evidence, or failing to cooperate in a criminal or personnel investigation.
Currently, police departments at all levels, police themselves, as a result police crimes, human rights violations, racial profiling, and rampant racism continues. The use of \'ccivilian review boards\' in certain locales suffer from adverse political agendas and a vendetta mentality. A \'board of criminologists\', i.e. a board of academicians, might be the solution. Cetainly this is an ongoing heated debate.
Civil service policies would have to change to terminate employment, forfeit retirement benefits, and forfeit medical benefits for law enforcement personnel found to have committed a \'personnel violation\' of withholding evidence or non-cooperation in a personnel investigation.
The federal government should enact laws mandating the end of the \"code of silence\" in law enforcemnt nationwide. Civil service policies should be changed to require residency of law enforcement, fire, probation, and corrections personnel, in areas where institutional racism has been found to be out of control. Virtually all U.S. large metropolitan areas fall into this category.
Personnel would be required in such areas to live within a close distance of the areas which they patrol, with their families, and attend local schools. This \'community stakeholders\' idea has been a standard policy in Europe and Japan, and other countries with \'community police\' departments.
The \'Community Police\' system radically differs from the U.S. system, is devoid of military rank, ceremeony, medals, and ritual. It strongly emphasizes the \'science of criminology\', rather than the \'military fortress and occupiers\' style we see on American television shows.
