Suing Borat or invading and enslaving all of their neighboring countries. I'd call it a tossup.

It's a different way of thinking. In the UK, USA or France, for example, you can become a citizen of these respective countries if you wish to do so and meet all the legal requirements. You can "become" British, American, French, etc. if you wish to do so.
The thinking (historically) in Germany is that you cannot "become" German; you're either born German or you're not. They have defined citizenship through heritage and not will.
I think that they have just recently granted citizenship to the grandchildren of Turks who were brought over in the 40s to rebuild the place after WWII.
my grandmother and aunt and all their family are german...my german's pretty good...think i'd have a case for citizenship?
Does your theory of "becoming" American and French hold up when you consider the prevalence of barrios in the United States. Or the ban on muslim headress in French public buildings. Or the riots that plagued Paris this summer.
All western countries have experienced difficulties integrating their immigrant populations. Let's not pretend this is an exclusively German problem.

Germany has gotten a lot of criticism on how it handles its immigrant population. I wouldn't say that Turkish food being popular is tantamount to success. That there are a lot of issues was pretty clear during the broadcasting of the World Cup. There education system seemed to be one of the big areas. Time had a big article on it this summer. People all point to how bad US schools are relative to those in Europe. But then they looked at the situation in France and Germany and found that they had just as many problems. That surprised me. I always thought of our school system as being so bad relative to European countries. Not that it is completely indicative, but the US actually sends a higher % of people to college than Germany or France do. I think the morons in our society just get a lot more air-time than those in many other places.
As for Germany, it is pretty easy to come out and condemn a movie or type of advertising. It is much more difficult to have systems in place to work toward actually improvig those people's lives. It seems more like lip service than anything to me.
The reason for your statistic is because (most) in Europe recognize that university is not for everybody.
High schools in the US are offering less and less vocational courses, as if every kid is going to be a rocket scientist. Who is going to fix your car or repair an elevator?
Besides, I'm pretty sure that the US is still stuck at +/-25% college graduation rate.
