OK, for arguments sake I'll call her an outlier, so I'll use a time of 2:19 for woman giving an 89% differential. So, the equivalent works out to 2:40:30.
It doesn't matter whether you would call her one or not. In terms of statistics, she is. Or, her performances are. This is not subjective or a matter of opinion.
I say take the fifth fastest performer ever for women (maybe 2:20:xx) and the fifth fastest for men (~2:06:xx) and make a ratio = 126/140 = .9 and you get 2:42 for men.
There are many other more scientific ways to do it, but that is just debating which way is best rather than coming up with an answer.
