Do you mean "Does knowing my HR during a workout improve my fitness?" Nope. A HRM tells you how many beats per minute your heart is pounding out. Your watch can tell you cadence and pace and all that other stuff. These are just numbers.
The thing that might "work" is how you incorporate those numbers as targets in a well-balanced training plan.
Read extensively (don't watch 3 minute YouTube videos) before making a decision about buying one. Heart rate is a complicated data point. If you don't understand the details, you're gonna be messed up. Even if you do understand the details, HR is sometimes an ambiguous indicator.
I wear one on all runs and collect the data because you can see fitness trends over the long term, but on a run, HR is rarely a primary consideration. So I might be doing 10 x distance at X:XX pace (the primary metric), but if I see an unusually high HR on the 8th rep, I might consider leaving out the last two since I may already be anaerobic (or whatever). Or on a long "zone 2" pace run, if I see my HR creeping into zone 3 after 90 minutes, I'll know it's time to wrap it up.
