I understand that. But what I'm saying is nobody who lives in Belgium is ethnically Belgian. It isn't an ethnicity like English or Russian.

Belgium is a state that has multiple ethnic groups: Dutch in the north, French in the south, some small German towns in the east, a Luxembourgish region in the southeast. Until 1960 Congo was part of Belgium.
Lukaku's parents are from one of the ethnic group that constitutes Belgium.
