CU and all DIs have max of 12.6 equivalent scholarships to give for men. They almost certainly have the full amount available.
But, as others have said, that money is going to be allocated based on Conference and National standing. Wetmore only recruits Americans, and it is tough for an American males to come out of HS and compete for significant points at Pac 12 and the National level.
My guess would be more guys earn a full or large scholarships while at CU, then come in on fulls.
Also, in equivalency sports, you can stack academic and athletic aid. It is possible for someone to be on a full when adding athletics scholarship and other school scholarships together (may be the case for someone who says they are on a full).
Because women have more scholarships available, and the talent differentiators are more pronounced, it is way more common to see women pull a full ride out of HS at a Power 5, than it is for men.
Plenty of track men (distance included) are on full or very large scholarships around the NCAA. But, due to the nature of equivalency, a lot of very good men are on surprisingly small scholarships as well (especially at deep distance programs and national XC powers).
