I live in the upper Midwest but we have a place in Navarre Beach, Florida in the upper panhandle. We usually don’t go in the heat of the summer but I’ve been there plenty in the summer months when there are temps close to 100° or greater along with stifling humidity. It’s not my preferred running conditions but I’ve done it. Where there’s a will, there’s a way. Run earlier in the day, go at a slower pace, hydrate, don’t run as far, etc. it’s not hard. Figure it out.
Likewise, in the upper Midwest, we get plenty of cold and snowy days. It can be done.
With your narrow criteria, you’re not going to find many places in the entire world that fit them, let alone the US. Perhaps running just isn’t your thing.
