If your neighborhood is so scary, I would suggest moving, if not for your own safety, then for your family. Whatever town you live in sounds insane. I could not imagine to live in fear like that.
Honestly, do you live in a place where you can "shoot your way out of a problem" or expect to survive the initial attack, draw your weapon, and fight your way to a win? That sounds like a place I would leave, asap. Or are you stuck there for financial reasons? I would move away even if I were poor.
I think most runners are safe while running. They are moving at a good pace so look more confident and physically fit. Generally the only thing they carry with them is a cell phone at most. No credit cards or cash. No expensive watch but maybe a Garmin. Not really a prime target for most would be muggers. You should be ok.
If you still feel the need to carry a holster I would probably go with leather as it is a little more comfortable than a plastic molded kydex holster. A leather holster can also handle the sweat against your skin better than a kydex holster. You may want a retention strap but that depends on how secure the firearm is enclosed in the holster.
You might also want to consider a belly band holster. I've never used one so can't really comment on that.

This. The best defence is probably to dress in cheap clothes in muted/neutral colours rather than being decked out in fluorescent Nike etc.
In the remote chance this is not a troll, here is a serious answer.
When that lady was murdered in Memphis while running, there was a discussion here about carrying while running. I decided to try a variety of running holsters to see how practical it would be.
My criteria was that it couldn't bounce. It had to be relatively comfortable. It had to provide some protection from sweat. It had to be quickly accessible (1-2 seconds) with one hand. You can't say, "Umm, I have a gun here in this pocket somewhere. Wait a few seconds while I get it out."
I bought some belts and I used some existing belts. Here's what I found.
For walkers/joggers, a pouch waist band will work, provided the firearm is in a holster that can be attached so it will "present" with the grip in an easy drawing position and allow the pouch to be unzipped to allow quick access to the grip.
For runners, a belly band will work, except they are uncomfortable... too uncomfortable for me to consider. A belly band works for walkers because they can wear them loose. Running causes too much bouncing unless the belly band is really tight.They are also very hot. I couldn't wear a belly band for running.
I did find two options that would work, but you'd have to make them yourself.
The first is to wear a phone phone belt and clip a holster under the belt near the phone where the water bottle would go. The grip is visible, but if you're running alone, no passerby is going to notice it. If you're around other people, you can just temporarily untuck your shirt to cover the grip. If I were female and ran alone, this is the option I'd use. I'd probably carry a Ruger LCP. It's light and has a longer trigger pull than the LCP II so it reduces the risk of an accidental discharge.
The second option is to wear a running vest with a front chest pocket big enough to hold a small handgun and fabricate a holster to wear inside the pocket to ensure that it presents in the proper angle and doesn't fall out when you bend over.
In winter, you don't need a special belt. You can put most IWB holsters on a nylon tactical waist belt and wear the belt over your shirt and under your jacket. If the belt is black and your shorts are black, it will be almost invisible. You can then carry SOB, right pocket, right hip, or appendix.

I've run with a compact gun and I fabricated my own holster for it. I'm well trained with that gun (over 15k+ rounds through it already). I've done plenty of competitions with such as IDPA and falling plates, along with just general competitions with that gun. I also reload, so I try to keep my ammo selection simplified/practical.
In the state I live in, open carry is an absolute no-no, so I really need to make sure it's hidden.
During the winter, tights and my jacket cover it up. During the summer, it is much more difficult/impossible when it gets super hot out.
Another problem is, where I work, I can't carry a gun, which where I run around there is the most needed place to CCW. That's when I just have a nice fixed blade knife, and I need it for work purposes, so it serves dual purposes.
I've never really encountered a person problem (mostly dogs or rabid animals) in the decades I've been running.
So eh, I don't know, maybe I'm a little overly paranoid, but I'd rather have something, rather than nothing at all in an emergency.
Thanks. I live in a high crime city, in a safe area, but crime is up even in the nicer parts. I wouldn’t want to use it since I’d probably get a pro-criminal jury and risk a civil lawsuit, but I would like to make sure I’m protected. Just a week ago I was going to go down a trail, under a safe bridge I normally go under, but there was someone in a hoodie loitering and he began walking towards me so I turned away.
Is it 1874 right now or something?
