It's very hard to recruit a high school senior when you only get hired in August and many of the top seniors have already narrowered down their choices to their top 4 or 5 schools.
That's why Brosnan has mostly given up on this year's high school seniors and is going after transfers.

But he told everyone that UCLA was the situation he wanted and waited for. He claimed to have had many other opportunities, but he believed he would be successful at UCLA, having them on the podium in 3 years. He knew the scholarship situation when he accepted the job. Don’t make excuses for him now. He just needed to change the culture and have them believe, just like at NP.

Brosnan promoted the NP boys more than the NP girls because the NP boys team was the best in history, and the girls team was nowhere close to that.
In any case, I think Brosnan will be focusing more on the women at UCLA than the men. The women's team seems like the easier and quicker path to success.

What does this even mean? The Youngs, Sahlmans, Daniel Applefords, and Jace Aschebrenners did not transfer. And if they won 3 straight national titles under Brosnan with the individual national champ all 3 of those years....can't be much "BS"
The Youngs and Sahlmans did transfer. They changed their enrollment from the Pleasant Valley School District to the Conejo Valley School District. They transferred before their 9th grade year, but absolutely did transfer.
Interesting that on the boys side, Doshi is the only guy in their top 7 this year who never transferred from anywhere and actually lives in the NP district

Yes, it is much easier to transfer.
But do we see a lot of top-tier runners do it? I think the challenge is that a coach doesn't want to load up on people who are disgruntled and under-achieving at their current school, and if they are succeeding at their current school they probably have a decent coach-athlete relationship and won't move. So you are more likely to get people (personalities) that you don't want and it's harder to get the ones you do want.
Then there's the issue that college students can be very happy with their friends, teammates, living arrangements, and are on a countdown to graduating from their current school.
We hear a lot about college football players entering the portal.
How many of them believe (often Incorrectly) that they are definitely NFL material.
And "this coach" is holding me back, doesn't like me, lied to me...
So, they enter the portal.
It's hard for me to see distance runners having that mentality.
