Valby fans, my question for you is simple. Has she ever run a hilly race in her life in HS or college? How did she do? Do we have any idea as to whether she will do well on a hilly course?

Somehow she seems to have run NXR NE Regional in 2017. She can be seen finishing in this video at about 20:12. Tuohy had set course record earlier that year at 16:52 and I believe ran ~17:00 that day. Of course things change.
We are not talking about a mountain run. This is like the difference between Berlin and the NYC marathon. Kipchoge isn’t going to under perform if you throw some mild hills at him either.

I don't know the exact layout of the xc course but it's hard to not make it hilly
Here is the course. There are gradual rises nd fall from what I can see, but nothing I would call a real hill. There is a map, and picture of each hole.

To say Valby will be out of her element in Stillwater is an understatement. Tenth, maybe. OSU will surprise, and a few high-teens runners will wind up in the top ten.
