Szekesfehervar is only about a 1 hour drive from central Budapest, it's beautiful countryside. Budapest is a fantastic city to visit. I'd rather go there than Monaco.
It's a really good question. A handful of meets pre Tokyo - all in the US - and nothing afterwards. Then a small handful of meets - all in the US - pre Eugene, and now just this ONE meeting post Worlds. Not even a Diamond League race.
Her continued withdrawal from meetings and not competing on the main circuit at all does her no favours IMO. She could be earning a LOT of appearance fees, let alone winning/record bonuses, and whilst she may be on a great contract with New Balance, and not necessarily motivated by money, surely, she WANTs to run, isn't that why athletes do track? And I'm also surprised New Balance are happy with her only doing low key US meets and no international ones of note.
As to why she chose this meeting, who knows, maybe they've agreed to waiver a dope test (hence she won't run a WR...)
Did you have a meeting with Sydney and her coach? Why is it every time an athlete run it's a breaking of record. She will not break her record. It will not even be close.

McLaughlin, Duplantis, Knighton, Fraser-Pryce and Jackson feature in this meet.
If she runs this, that is a great thing. She has raced maybe 9 times this year, all very high quality, and rarely races in Europe outside of championships. 50 seconds is a barrier still up there to motivate her in the event for the future, but I also think that it's time to go after the American record in the 400m after her 47.9 split, and, yes, of course, to give the 800m a try.
McGlaughlin has to really fear nobody, No one can beat her at 400IH or 400 flat, I do know this for certain, it is all about $, appearance fees and other. Also, I saw her brother rabbit the 800M(perfectly, I might add, weenies do not even get right on the pace requested) and I have not seen him run in two years almost?

She reminds me of peak Michael Phelps in that way. He could win a gold medal by a body length while setting a world record and just look annoyed afterward. He was just so obsessive that he was still thinking about the one turn he botched or the underwater breakout that could have been slightly better off the second wall for example. He just couldn't get out of his head enough to recognize the accomplishment.
I imagine it is something similar for Syndey. Still analyzing each hurdle in her head. Both are also crap interviews that only reference their coach and a few cliches when a microphone is put in their face after a performance. (Phelps has gotten better post swimming) Maybe that level of obsession at the loss of personality and well roundedness is a huge advantage in doing amazing things no one thought was possible in sports.
The short answer; it is almost always money. KB used to do that; he would be scheduled for one meet but at the last minute he ends up running a different meet. Sometimes he would do both, but only run all out at one of them.

No athlete would ask a meet to waive a drug test. Be serious and get real!
